If i get a gizmo for my computer do I need a tv licence... and how do i stand if this gizmo is on a laptop and theirfore moves around the country/

Read the small print on your TV licence - simply put, yes you do.

You should get away with the laptop on the basis that it's covered by the "powered by it's own internal batteries" clause.

Generally speaking if it has a tuner in it you need a licence for it. Read your licence carefully for exclusions and rules.
